I’d probably look at other MDM solutions, if that’s what you’re after here. That and NoMAD are where I’d look.
As for sharing? Servers are usually necessarily available, and usually operating at a static IP address. But it’s possible. Server outages tend to effect multiple users, which means installing or updating or re-configuring and as is common on a client can be more disruptive when that occurs on a server.
You’ll need both Active Directory and Open Directory running if you want to try that, and usually in what’s termed a Magic Triangle configuration. Magic Triangle is an old technique, and I wouldn’t expect it to be tenable in more recent macOS releases.
Most of what Server provided is deprecated in Mojave, save for its MDM-related abilities.
